01Why the province is the unit

Contaminated-site law in Canada is provincial. The statute decides what has to be investigated, who is qualified to sign the report, and what instrument closes the file — so two identical buildings on opposite sides of a provincial line can face different scopes, different filings and different calendars for the same transaction.

Municipal rules matter in a small number of places, and only where they genuinely change the scope rather than the paperwork. Those are flagged on the province page rather than given their own thin page.
